Rather than ‘distant hills’ as Finberg suggested, the two sketches on this page look more like coastal cliffs. Considering the identification of similar looking sketches in this book (Tate D18546 and D18561; Turner Bequest CCXI 14a, 25), these are likely to be views of the South Downs near Seaford and Beachy Head, made from the sea as Turner sailed from Brighton to Dieppe.
