Ian Warrell has identified this sketch as a view of Paris from Saint-Cloud.1 Tiny marks on the horizon represent the buildings of Paris while a turn of the Seine can be seen behind rocks in the foreground. There are further sketches of this view on folio 3 verso and 28 verso (Tate D24505, D24554; Turner Bequest CCLVIII 3a, 28a).
