The pencil work is by Girtin. This was probably copied from a sketch by John Robert Cozens (1752–1797), which bore the title transcribed by Girtin on the verso.
Technical notes:
The sheet is stained and torn away at the top centre, lower centre and lower right corner.
Verso:
Inscribed, probably by Thomas Girtin in pencil ‘Lake of Perugia ancient Thra[?simeno]’; stamped in brown ink with Turner Bequest monogram.
