On the United Nations' International Day of Disabled Persons, Tate Modern and the London Disability Arts Forum stage a debate about when art is, if ever, disabled. We do not consider Vincent van Gogh a disabled artist, so is art art no matter who the artist? Speakers include disability rights champion Paddy Masefield with Melvyn Bragg as chair.
